@LiteBytes yes, it's called the interrobang. I believe it was on some typewriters for a hot minute, but fell out of favor because it was used so much in advertisements etc that "real" writers didn't take it seriously.

After the British were defeated by Terredaic, Svobodniyan and Saqoic Militias who would later form the defence forces of their respective constituents, the British abandoned all their posts on the mainland, and fled to the nearby island of Rubai (ruƨbäƽ (No conscript set up)). For 4 years, until the Republicans, under the command of Masui, invaded the Terredaic Federation, it was under British control, and they regulated the languages spoken there, including Terredaic. The short script was to promote separate identity from the Terredaic Nationalists. The British also mandated that Saqoic Terredaic would be the official dialect used in all government and local institutions, as it was more suited for the British phonological palate (no ejectives or the voiceless velar implosive).
There are significant differences in the Rubian script, which includes the consonants, vowels, tones and adoption of Western punctuation, including making their own punctuation symbols. Some punctuation that exist in Terredaic but not mainstream would be due to the tonal environment of Terredaic. The short script and long script are both visually intelligible by Terredaic and Rubian Terredaic speakers.
